Pirate legend ship set....gone?

I've been working on "Legend of the Sea of Thieves" commendation. Only got a few more skele ships I need to sink. I went to the shipwright in the PL hideout, and that ship set isn't there. Checked the regular shipwright. Didn't see it there either. Please tell me it hasn't been vaulted. The cannons were the last piece I needed.
