Not sure if they intended captain selection to be random, if it's about who selects a mission first, or if you need to buy a ship to be guaranteed to be a captain, but both new players and experienced could benefit from being able to decide to either be a captain right from the start or help newer players and allow them to decide what things they want to focus on first.
Add crew setting checkbox "Captain only"
Buy a ship to be "captain".
The rest of the crew still had to agree to voyages and such so even then it's only in title. About the only captain privilege you have is you can decorate your ship and not allow the crew to change it via settings.
