They sell wood, cannonball, fruit, and heck, even bait! At the moment, ammo rates could only be found on islands as washed up treasure. And as a pvp hg sweat, I feel it should be sold by the merchant. It’s way too valuable to be left to chance to be found. Thanks for reading my suggestion. cheers!

What do you mean why? It's obvious.
A mobile ammo restock that can be repositioned around your ship can be a big advantage, especially on larger vessels.
Whether or not you agree that they should be easily obtainable, there's no reason to be contrarian and ask "why" when the benefits of having one aboard are plain.
