While The Shroudbreaker Tall Tale is active (the first one that is voted on inside the tavern), you are completely unable to interact with the Mysterious Stranger. I understand that he's the NPC that initiates the dialogue as soon as the tall tale is activated, but interacting with him while that tall tale is active should still be an option.
This presented an issue when running the Athena Emissary and attempting to claim the Emissary Quest at grade 5; I was unable to claim it because of this.
