Looking at the Athena commendations particularly, but a few others as well, there are several that raise questions as to where to return items (effectively, does Reapers count or not).
The following commendations (and I'm sure there are more in this company and others) would benefit from an added line in the details stating "return to mysterious stranger" or "return to the Merchant Alliance" or whatever respective company the item should be brought to.
In particular that I've noticed (myself and crew were debating the other night during a return and confirmed through trial/error). Perhaps anywhere I see the word "Legend" I should just assume Athena's mysterious stranger as a return point?
Legend of Black Powder
Golden Legend of the Strongholds
Mystical Legend of the Strongholds
Legendary Merchant of Bone
Explosive Loot of Legends
This will allow better planning on where to turn in loot especially if working towards commendations. Nothing worse than turning something in to Reaper's, only for it not to be counted towards these numbers (although it makes sense not to lore-wise).
The same logic can be applied to the Hunter of Cursed Captains, as it doesn't really specify what captains count or not. Emergent Captains don't seem to count, however, all Captains as part of an OOS bottle voyage or OOS voyage do count.
I understand some commendations are based around older content and things have evolved. If the new content is not factored into the counts for the older commendations, then the wording is even more important. There are already commendations that do specify where to turn in specific items. The Hoarder of Barnacled Gold for example explicitly mentions you have to return them to the Gold Hoarders.
Hope this is something simple that would be doable on the back-end. I think it would ease some confusion, certainly would have for myself and I'm sure some others.
