This is an idea my friend and I had when you are on a captained ship. Normally you buy a Cannonball crate or a Wood crate then it goes empty after a while so then you can to a Shipwright and refill the crate(s) for 2500 Coins (1 Refill per Outpost) If you think this is a good idea give this a lot of feedback
Crate refills
@goldsmen I know what you mean but let's say you are near an outpost that you have already restocked your ship at and all the wood crates and cannonball crates are empty. So you try to restock your ship but you can't because you already did before you took off on your adventure. Instead of buying another crate at the Merchant, you refill the crates to keep you from taking on damage or not being able to fire your cannons back at your enemies from PvE or PvP encounters until you get to the next Outpost. Thanks for Commenting
@burnbacon you would refill the crates off of the Shipwright. If you do not know what crates I am talking about it is the crates that you can buy off of the merchant to hold an extra 50 cannonballs in the Cannonball crate or 50 extra wood in the wood crate and you can refill one crate once per Outpost and it would cost 2500 coins and you could only refill the crates that you buy off of the Merchant and not the ones you get from doing supply runs or you find randomly throughout the Sea of Thieves (I could be wrong on what you meant just trying to make it more clear)

Why not buy another crate instead? it only costs a bit more, and if extra cost is the issue, you can refill from the barrels, but even still you should have a full ship if you never sunk, you find crates of supplies everywhere, barrels of plenty on your adventure, and if you happen to go by a different outpost or a ghost fort, you should be jam packed with supplies!
