With the goal of getting the game's only rapier, does anyone have tips to help with the time it takes to achieve the above commendation? My only thought was seeking out reaper's chests since many are found in wrecks.

The Skeleton Fleet world event is also a great way to get barnacle chests, and skeleton ships in general as they always seem to have at least one on board.
Especially with the new world event balancing I definitely suggest doing the Skelly Fleet event whenever you see it in between diving at sunken ships!
The party boat sword is also a rapier, if you don't mind the meal.
A couple of my group have been going after that commendation and even the most committed hasn't reached it yet.
His strat has mainly been targeting skeleton ships and I recommend the same, as they typically drop barnacled chests more consistently than shipwrecks hold them.

My friend and I once openly "tucked" (quite the oxymoron" and fished off the back of a skelly galleon. Hilarious, for sure.

I am not a huge fan of the kebob, unfortunately. I am surprised they don't have an expensive reskin to match something like the aristocrats.
I absolutely love fighting skelly ships and get attacked few times a session lately. I will continue this in the trudge for a weapon I both want and kind of loathe! haha
In order of how effective you can gather them:
Skeleton Ships (The Battle for the Sea of Thieves world event is the best option with a crew)
Shipwrecks, they are more common this update so don't feel forced to have to hop servers too often.
Quest Board Map Bundles can offer barnacle chests but they are few and far between.
