They are technically loot but for how much they sell for they might as well not be.
Treasure Chests float away too. I think supplies not in barrels should float away, since those can usually be sold too.
Yep. They also recently nerfed (completely removed) tridents adding emissary value.
They'll catch this down the line in 3-4 years.
