The order of souls are necromancers

I don't need to say more but I will. If the order can absorb knowledge and whatever from skulls they can bring the skelly back. I mean if the ashen lords aren't being brought back by the order why do we keep encountering the same ones? I have also recently stated that somebody is already in control of both reapers and the good ones so they could be bringing back the ashen lords to try and keep us busy. And the final topper Flameheart's sudden return the reapers lair is known to have a captive member of the order so they could have forced them to bring Flameheart back.
