These do not pay out good enough for the risk you take going that far underwater away from your boat. There is no protection for your vessel making it real easy target for any reaper or person who wants to take your stuff. Yea the treasure is safe in the mermaid statue but I cannot tell you how many times we have been doing the activities of whatever underwater place we are at and as soon as we come back up to the surface and try to load up the treasure a gunpowder barrel goes off and sinks our ship. Every other activity in the game does not require you to leave the site of your boat except these activities and they don't pay out any better than a skeleton fort or ghost fort. These are not worth the risk and I plan on never doing these activities let alone do any special voyage involving doing a shrine or treasury.
Underwater shrines/treasuries
I think the most realistic way to handle this is to keep it how it is and then add ways to earn currency in shrines for longer amounts of exploration.
Big gold piles and pouches, rep rewards, etc
Then the items become the bonus for explorers but people can still make a form of progress for dedicating time to exploring the shrines.
Something so fancy and so appealing to newer and casual players shouldn't be entirely just a rushing strategy in high seas.

Depends. I did one and everything I picked up I had close to 40k

Don't all go down to the Shrine... Leave one to stay with the boat.
When I'm on a sloop with a team mate I normally get dropped off at the shrine and while I'm completing that he takes the boat and does a nearby sea fort. Get heaps more loot that way and no body knows your doing the shrine. We do that with the Orb of Secrets also, drop me off while he's doing something else to gather loot or a quest.
Be efficient in how you do things.

Plus the Treasure Vault Voyage.
As for the OP, don't do them if you don't have a voyage for them as that gives the high value Breath of the Sea.
Wouldn't having more treasure in shrines and treasuries make it even more wortwhile for others to try and get the loot ?
