So the idea of "Private Servers" can be a little tricky, once they've been introduced, the public server population could see a dramatic decrease, possibly effecting public server pvp, or increasing the chances of server mitigation from lack of players in current session, among other things it could cause.
Here are my Ideas on how we could regulate how private servers are used, and balance the player base between Private and Public server
-Private servers will reward less Gold and Reputation to make is appealing to play in a Public server
-Rewards and Reputation will be decrease by 30%-50% depending on Private server settings
-Standard options =-30%
-Storms disabled =-10%(Galleon) -20%(Sloop)
-Kraken disabled =-10%(Galleon) -0%(Sloop)
With just these added modifiers for private servers increases the play value of public servers but players can choose to take a cut in pay and Rep to play privately or with whom they choose to play with.
Having the option to host a private server can open the world to whole bunch of opportunities!! hosted events and tournaments such as...
-King of the Fort
-Capture the Skull(capture the flag style mode)
-Ship vs Ship tournaments
-Fleet vs Fleet tournaments
-Next BIGGEST ESPORTS GAME!!!!!
