So from what I've noticed is that people are talking about this a lot so I hope to shed some light on this.
All single roam skeleton ships have a possibility to drop Skeleton Captain loot. Skull and/or Chest. They won't do it all the time though.
Now skeleton ships ALWAYS drop loot also. The issue is where they sink and where they despawn. I've noticed ships after they go under water its like theres an undertow and the ship is moved FAR from its original location. That I have witnessed.
This next bit of advice I can't be sure but evidence suggests that it might be true. While a skeleton ship is sinking sometimes it will buck forward and just keep moving while sinking and be about 50ft away from its original location and when it despawns the loot is where the ship was first sunk. I have no personal witnessed this because I was driving the boat and usually I'm under the water watching to see where the loot spawns. I follow my crewmate who tells me where the ship went down and when I do the loot is somewhere else by like 50ft.
(Loot is by the way easier to locate, they all do the shiny glow when above water)
So the first one I can guarantee happens, the second one not so sure.
Hopefully this helps. Again they all drop loot.
A working theory... It seems that if you kill the captain before the ship goes down, not loot is dropped and the ship submerges or despawns (doesn't sink). We've noticed when we keg one and defend the holes to speed sinking and when we might have a bad cannon angle and hit near the helm too many times... Any one else notice this?
I can say out of experience, it has to be a bug because my crew and I sank a handful of ships and about half of them don't spawn treasure. We even followed the note about it despawning farther away from where it actually sank and there is still no sign of loot. (All the ships we sank were galleons, that didn't drop loot.)
So, just from my experience I don't think its because the ship is despawning farther from the sinking area--it is mostly likely a bug.
