I've looked on reddit, wiki, and even through the forums. There is no clear answer to whether this is location specific or random. Are there any techniques like casting far and reeling in 50-100 times or leaving your rod in an unfishable area in the water for half an hour or until you get one on the line. I'm really lost on this one because it does not seem like there is a reliable way to get treacherous plunder. Also, I am 26 in Hunter Rep and I have yet to get a single one. If I fish up a plank of wood, does that count as treacherous plunder, and if so, how would I turn that in?

@blackberrest3 I guess fishing in ponds should help you toward that commendation, I got some old hats and boots only while fishing in ponds.
@blackberrest3 definitely try fresh water ponds. i got a boot and a hat in about an hour of fishing.
@blackberrest3 I think it might help if you don't fish for the booty with bait. I have only ever found that stuff when I was fishing in a pond, and that never uses bait.
Didn't read the posts till now, sorry bout that. Yeah, the best farming method would be to go for pondies or islehoppers (2 birds 1 stone). This is what I've heard too. Also I was told that leaving your rod in an unfishable area does not spawn any treach plunder, it has to be in an area where fish are able to bite. because this is random, it would probably be best for everyone to farm it last or when you can like megs and krackens.
It got easier nowadays. Start the "shores of gold" tall tale and dive for Morrow's Peak outpost and get the Shroudbreaker.
Sail to the Shores of Gold. On the island is a shallow pond, where you will find no fishes. However, you will find treacherous plunder. After fishing for about an hour you will have at least 5 of them.
