add a large imperial town protected by npc guards we can buy house in town and we can deposit our loots there if we leave and join again loots should still stay in our house also i think we should rob houses to but it should be very very hard because of guards also add marketplace too in middle of the town but we should buy different things in market not like outposts i can write more but probably developers will not see this good suggestion

We already have housing with the Captaincy System.
You can name your ship and give it an unique decoration to differenciate from other ships. Is the closest we are going to get to housing, as this game is based on sessions and adding a permanent spot for your crew won't work.
So, buy a ship, name it whatever you want and make that vessel unique by adding some trinkets that showcase your playstyle or your achievements.
I don't know about towns with houses, but towns, yes. In fact, where are the larger islands? The Sea of Thieves is basically a Sargasso Sea hidden behind a magical veil. Real pirates hid in the coves of large islands; the inlets of rivers; and in hidden bays where they would swarm out in small ships and boats to overwhelm larger ships. The regions of the Sea of Thieves should be split into their own regions that you have to swap servers to go to. Use the Shroudbreaker (or something similar to it... use an NPC who has discovered the trick to making them, but can't make one that can get you out of The Sea of Thieves) to go from one region to the next through the shroud. Then, expand each of the regions, and create one to three very large islands, each with a port city (think Port Royal), and several small fishing villages. Each of these places would stand in for, or be in addition to the Outposts. When a ship leaves a region, it hops servers to a server that hosts that region. Link the servers in such a way that if you are chasing someone out of one server onto another there is one group of servers for that game world. This would make it possible for 4 or 5 ships per region per server group which would create tons of gameplay. World events would be tied to certain servers, with one or two servers resting. Or, if you want to ramp things up, have all of the world events running at once, but one in each of the regions (which would be one event on each server).
Each region would have it's own "Governor" pirate, who lived in the biggest or most important port city.
Housing would be difficult to do, since there are 6 ships per sever, and x players per server (I think 16?) which would mean there would need to be that many houses available.
Something that could work is having a "Guild Fort" where instead of starting out at one of the Outposts, you would start out at one of the SeaForts, transformed into your Guilds fortress. Trinkets and other trophies can be saved to this, and it would fly a flag that has your guild's emblem on it.
You would have a treasury on your outpost, that as you stack treasure into it, it adds a value multiplier... the longer the treasury has stuff, the more valuable that loot itself becomes... and there would be a sovereign like turn in there for you. Your ship should have a Map bundle like item of the "Treasury Key" that is required to lock/unlock the treasury door... so if another ship sink you, that key would unlock your treasury door, and the treasure value increase would also apply to the lucky thief. (Though they can't turn into your guild's sovereign.)
