Fraction level system?

Dear Community,
I don´t really understand the leveling system in this game. So you only get exp. from returning the for example skulls to the order of souls but not for completing the mission. But if this is the case there is no point in being a high level because lvl 15 missions give you the same amount of experience and money as a lvl 30 mission but take less effort and time.
