Why can a normal skeleton fort become a raid fort? I sailed the whole map to the event and when I got close to it, a ship popped up on it, changing the loot inside to rubbish. That's not how it's supposed to work. I want to get generous gifts, not rubbish because some fool activated a quest and deleted my loot.

The developers and players are not at your disposal...
As for the gifts, it's true that it would be nice to get some otherwise, but that has nothing to do with the raids...

That’s exactly how it works. Loot is loot, it’s not rubbish. It also wasn’t your loot to begin with.
If you want your own specific loot, dive to it yourself.
Question. Why are you in a rush to get these gifts?? Is there a secret condition to meet that you have to gather these gifts before new years or something??
Commendations are just a thing to complete as you play the game fluidly. When you unlock something it suppose to be a “oh cool I got it”. That how it suppose to work. :)
To be completely honest i felt the same way about raids ever since they were introduced. World events had all types of loot so that no matter what emmisary you were representing, they were always worth the trouble. Now you could be playing as a gold hoarder and complete a skeleton fort only to find out that it had merchant loot, because someone voted a raid voyage they didn't complete. Even if they were to contest it, sinking them just makes the whole thing a waste of resources, since there is no loot. Unless there is a FoF, FotD and BB on the server, it is currently better do just vote a raid voyage yourself instead of risking getting loot for another emissary, which kinda ruins the sandbox's organic gameplay loop.

I was attacked by a kraken. After defeating it, a skeleton fort appeared. After 2 minutes it disappeared and raid tornado appeared. The game should not work like that! Raids should not change the event on the server!
Thing is, when someone dives to a raid the back end checks if someone is doing a world event, if not then it places them on that server with said world event.
Since the event on your server was so recent it got swapped out
@burnbacon if you are on Xbox only servers that might explain it since that fraction of the population is the one with the most experience with the game since they are the ones that played it longer while the mixed and PlayStation portions would be playing for the immediate feedback features that got launched not knowing that you get less loot from it despite it being specialized.
