I don't use rowboats all that often. But when I do, they're really, really finnicky. And I don't mean the controls in this case; I've gotten used to those. I mean I'll disembark with a bunch of treasure loaded on it and start glitching through the floor, unable to even drive the stupid thing.
This can really ruin cheeky cash-ins, as well as delivering sneaky gifts to someone else's ship. Fix your dang game.

I think there are some issues with Rowboats when you switch seas due to server merge, hourglass battle, etc. If you have been holding onto a rowboat for a long while, maybe try to grab a new one before you start moving the loot.
Its not really a server merge specific thing, i have had it happen to me when i just docked a row boat and dropped it off again. Its something that seems to happen when ever you detach one period. It doesnt always happen, but it can happen just moments after you dock a brand new one.
