Before you say it will never happen, Partnered Private servers according to a Moderator on their SoT Discord where early prototypes of what could of been custom servers down the line... So never say never.

In my opinion I think Safer Seas missed the opportunity for it be custom servers or at least have mixed the two into a melting pot.
- Disable alliances so you cant create a server with 16 friends to farm gold all day.
- Keep the existing limitations, full access of cosmetics unlocks and comms stays on regular adventure mode etc.
- The two could co-exist...
Anyways. Some of you may not know but custom servers are a thing and in terms of Sea of Thieves Partners having access to private servers. It's extremely limited, rarely updated, runs on an old version of the games build it looks like.
The only thing that is customizable is choosing which ship and how many ships (limited to 6) you want before you launch said server. If you wanted 6 galleons that is a possibility... And thats how far the customization goes...
**So the foundation of ideas and quite literally the implementation of custom servers already exists in the game.
WHY would Custom servers be beneficial:**

Community events: Yes that still happens but less so because of lack of options and flexibility in terms of setting up, rather you spend hours setting up events, look at the most recent one which was Cutlass Crusades...
Currently Playing with large group of friends in the same server if you DON'T Have Sea of Thieves clout: That is still possible with ''server/VPN spiking''. Just annoying and time consuming to set up each time. -
Tools not Rules / Sandbox: Lack of proper custom Servers, those two phrases that get chucked around so often would only be reinforced if custom servers actually existed...

Longevity: Custom servers has the potential of bringing players back, I would defs be playing the game more and so would my group of 20 friends if we could all just play in customs all day (Is this a biased take on my end)?

B: Piggy backing off my previous point, I think Custom Servers can really be the ''end game'' that Sea of Thieves needs, the ULTIMATE Tool that the game offers.

In essence you would have 3 total gamemodes to choose from, or if they're smart they can essentially expand on what Safer Seas is, custom options mixed into it, keep progression limited to the main gamemode as is.
