Who is the real one pulling the strings?

Now I know what you're all thinking Lechuck was posing as the Pirate Lord and was disposed of. Well Lechuck was known to be stopped before so he must have been just a puppet to the puppeteer and no I don't have theories. But one thing I do have is a bit of evidence. First the faction battle I know they have to have it active for game play reasons but this is lore and I think whoever this "puppeteer" is they are in control of both factions and they don't want one to overpower the other. Why else would we still have guardians v guardians when that is quite clearly a servant thing. The puppeteer only wants the strongest and most devoted for their cause we don't know who they are but they have access to the sea of the damned because they sent Lechuck and maybe the two leaders we know about could plot a rebellion. So what do you think who is the puppeteer and do you think they could be real?
