When completing an ashen voyage (Merchant - Cargo Run - An Ashen Executive's Cargo Run - Dive), progress is not awarded to all crew members for the commendation:
Bilge Rats - Guilds of Gold - Complete Ashen Quests while sailing in a Guild of Distinction 10 and wearing any Guild Role Outfit.
Only the last person to turn in an item (the item that finishes the quest) receives progress.
Confirmed outfit items are correct (can repeat the quest but rotate who turns in the last item).

Also apparently happens for the similar commendation: "Complete Athena's Fortune Quests while sailing in a Guild of Distinction 10 and wearing any Guild Role Outfit."
