The only sources are the athena emissary quest (1 keg) and FoF (2 keg). Its just really annoying to get ghost wheel without spending an hour or so just getting one.
Really need a new way to get athena kegs
I too would like to see more Athena Kegs. Thieves Haven runs used to be a good way of getting them, but since they removed that, it’s just emissary quest or FoF like you said.
Luckily, I already have my ghost wheel but I remember it being a grind to get due to how little I was coming across Athena Kegs. Adding more ways to find them would also add more variety into Athena Loot though.
