Recurring volcanic activity on one island

I've had more than one occasion where we have waited for a volcano to stop erupting to go onto it, for it to start earthquaking and erupting only a few minutes after we get on it. Sometimes we get out in time, but sometimes we end up losing everything because it erupted right after erupting. And sometimes if we make it out, and wait for it to stop, and go back, it erupts immediately after again. It's very frustrating and I think there should be a cool down or something for each volcano to prevent one volcano erupting over and over again
