2nd thing; are you on a guild ship in that guild that granted you access to these commendations?

I'm dumb, was never specified on the guild tab but I thought you needed to donate maps to other players /ships, like a community engagement thing. You only need to post them to the outpost map board, thanks to Rare for clearing that up for me.
